Darlene A. Carty Baptiste, MA Ed., R.T.T., E.M.T. currently serves as the Chief Executive Officer for the BVI Health Services Authority with immediate oversight for the New Peebles Hospital inclusive of 10 clinical sites with approximately 650 employees and a $48 million budget. The BVI Health Services Authority is noted as the second largest employer outside of the Government and noted by the upcoming anchor location of the New Peebles Hospital. Mrs. Baptiste has her certification in Six Sigma – Green Belt and is pursuing her doctoral degree in Healthcare Administration.
Mrs. Baptiste also serves as the Vice President for Caribbean Operations for Edwards Consulting. Prior to these appointments, she also served as the Executive Director for Acute Alternative Medical Group; which was the first Urgent Care on the island of St. Croix in the US Virgin Islands and the Territorial Employee Administrator for the Division of Personnel in the US Virgin Islands. Mrs. Baptiste was nominated by Governor Charles W. Turnbull to be the Health Commissioner on October 22, 2003. With this appointment, Mrs. Baptiste became the first fulltime Commissioner to lead this public health agency. She was responsible for a $67 million budget, one of the largest agencies in the VI Government.
Her appointment marked two firsts: Mrs. Baptiste became the youngest local woman and the first non-physician ever to hold this position. As the Territory’s lead health official, Mrs. Baptiste advised the former Governor and the public on health matters and served on over 20 boards and commissions.
Mrs. Baptiste entered the USVI Government in 1994 after working at the Duke University Medical Center – Department of Radiation Technology. Mrs. Baptiste also completed her clinical work in simulation, treatment and treatment planning at five hospital facilities throughout the DC metro area.
Mrs. Baptiste’s entire career has been spent in many facets of health where she served in various capacities. Her employment within the USVI government begun with the then St. Thomas Hospital as the Hospital Financial Accounts Manager, and her tenure with the Department of Health began in 1995 holding a variety of positions.
Prior to being appointed as the Health Commissioner, Mrs. Baptiste served as the Technical Training Manager at Northrop Grumman IT Health Solutions and Services in October 2000. In this capacity, Mrs. Baptiste conducted trainings and participated in peer reviews that address priority populations. During this time, she worked with and in several local and state U.S. governments, other territories in the South Pacific and over 174 developing countries throughout the world.
With over 25 years of progressively responsible experience in the health, business, and education fields. Mrs. Baptiste has served both Government and private sector clients, managing projects that involve all phases of administration and management including budgeting, professional education, public education and outreach, coalition and partnership building, tracking, follow-up and case management, surveillance, and evaluation. She has been independently responsible for maintaining accurate business records; writing and editing grants, status reports, contracts, and public relations materials; and policy and procedure guidelines.
Mrs. Baptiste was born in St. Thomas, US Virgin Islands. She graduated from Howard University in Washington, DC with a Bachelor of Science degree in 1992; Radiation Therapy with a minor in Business Administration, where she was a Board of Trustees Scholarship recipient. Mrs. Baptiste was awarded a Masters of Art in Education with a concentration in guidance and counseling from the University of the Virgin Islands in 1998. In the summer of 2004, she was selected to attend the Program for Senior Managers in Government at the John F. Kennedy School of Government at Harvard University.
Mrs. Baptiste is the recipient of numerous awards and honors. Administrator, educator, and lecturer, entrepreneur, Mrs. Darlene A. Carty Baptiste is first and foremost a professional whose motto is “determination and persistence is key.” She is blessed with her greatest earthly treasure, a 6-year-old daughter Zoe’line.
